  社会(hui)主义市(shi)场(chang)(chang)经(jing)(jing)(jing)济(ji)体(ti)(ti)制(zhi)(zhi)是(shi)中国特色社会(hui)主义的(de)(de)(de)重(zhong)大(da)理论(lun)和实(shi)践创新(xin),是(shi)社会(hui)主义基(ji)本经(jing)(jing)(jing)济(ji)制(zhi)(zhi)度(du)的(de)(de)(de)重(zhong)要(yao)(yao)组成部分(fen)。改(gai)(gai)革(ge)(ge)开(kai)放特别是(shi)党(dang)的(de)(de)(de)十八大(da)以来,我(wo)国坚持全(quan)面深化改(gai)(gai)革(ge)(ge),充(chong)分(fen)发(fa)挥经(jing)(jing)(jing)济(ji)体(ti)(ti)制(zhi)(zhi)改(gai)(gai)革(ge)(ge)的(de)(de)(de)牵(qian)引作用(yong),不(bu)(bu)断完(wan)善社会(hui)主义市(shi)场(chang)(chang)经(jing)(jing)(jing)济(ji)体(ti)(ti)制(zhi)(zhi),极(ji)大(da)调动了亿万人(ren)民(min)的(de)(de)(de)积极(ji)性,极(ji)大(da)促进(jin)了生(sheng)产力(li)发(fa)展(zhan)(zhan),极(ji)大(da)增(zeng)强了党(dang)和国家的(de)(de)(de)生(sheng)机活力(li),创造(zao)了世所罕见(jian)的(de)(de)(de)经(jing)(jing)(jing)济(ji)快速(su)发(fa)展(zhan)(zhan)奇(qi)迹。同(tong)时(shi)要(yao)(yao)看到,中国特色社会(hui)主义进(jin)入新(xin)时(shi)代,社会(hui)主要(yao)(yao)矛(mao)盾发(fa)生(sheng)变化,经(jing)(jing)(jing)济(ji)已由高(gao)(gao)速(su)增(zeng)长阶段转向高(gao)(gao)质量(liang)(liang)发(fa)展(zhan)(zhan)阶段,与这些新(xin)形(xing)势(shi)新(xin)要(yao)(yao)求相比,我(wo)国市(shi)场(chang)(chang)体(ti)(ti)系(xi)(xi)还(hai)不(bu)(bu)健全(quan)、市(shi)场(chang)(chang)发(fa)育还(hai)不(bu)(bu)充(chong)分(fen),政府和市(shi)场(chang)(chang)的(de)(de)(de)关系(xi)(xi)没有完(wan)全(quan)理顺,还(hai)存(cun)在(zai)市(shi)场(chang)(chang)激励不(bu)(bu)足、要(yao)(yao)素流动不(bu)(bu)畅、资源配置(zhi)效率不(bu)(bu)高(gao)(gao)、微(wei)观(guan)经(jing)(jing)(jing)济(ji)活力(li)不(bu)(bu)强等问题,推动高(gao)(gao)质量(liang)(liang)发(fa)展(zhan)(zhan)仍存(cun)在(zai)不(bu)(bu)少体(ti)(ti)制(zhi)(zhi)机制(zhi)(zhi)障(zhang)碍,必须进(jin)一步解放思想,坚定不(bu)(bu)移深化市(shi)场(chang)(chang)化改(gai)(gai)革(ge)(ge),扩大(da)高(gao)(gao)水(shui)平开(kai)放,不(bu)(bu)断在(zai)经(jing)(jing)(jing)济(ji)体(ti)(ti)制(zhi)(zhi)关键(jian)性基(ji)础性重(zhong)大(da)改(gai)(gai)革(ge)(ge)上突破创新(xin)。为贯彻落实(shi)党(dang)的(de)(de)(de)十九大(da)和十九届四中全(quan)会(hui)关于坚持和完(wan)善社会(hui)主义基(ji)本经(jing)(jing)(jing)济(ji)制(zhi)(zhi)度(du)的(de)(de)(de)战(zhan)略部署(shu),在(zai)更(geng)高(gao)(gao)起点、更(geng)高(gao)(gao)层次、更(geng)高(gao)(gao)目标上推进(jin)经(jing)(jing)(jing)济(ji)体(ti)(ti)制(zhi)(zhi)改(gai)(gai)革(ge)(ge)及其他各方面体(ti)(ti)制(zhi)(zhi)改(gai)(gai)革(ge)(ge),构建更(geng)加系(xi)(xi)统完(wan)备、更(geng)加成熟定型(xing)的(de)(de)(de)高(gao)(gao)水(shui)平社会(hui)主义市(shi)场(chang)(chang)经(jing)(jing)(jing)济(ji)体(ti)(ti)制(zhi)(zhi),现提出如下意见(jian)。

  一、总(zong)体要求(qiu)

  (一)指(zhi)导思(si)想。以习近平新(xin)时代中(zhong)国特色社会(hui)主义思(si)想为指(zhi)导,全(quan)(quan)面(mian)贯(guan)彻(che)党的十九大和(he)十九届二中(zhong)、三中(zhong)、四中(zhong)全(quan)(quan)会(hui)精神,坚(jian)(jian)决贯(guan)彻(che)党的基(ji)本理(li)论、基(ji)本路(lu)线(xian)、基(ji)本方(fang)略,统筹推(tui)进(jin)“五位一体(ti)”总体(ti)布(bu)局和(he)协调推(tui)进(jin)“四个全(quan)(quan)面(mian)”战略布(bu)局,坚(jian)(jian)持(chi)(chi)(chi)稳中(zhong)求进(jin)工作总基(ji)调,坚(jian)(jian)持(chi)(chi)(chi)新(xin)发(fa)展理(li)念(nian),坚(jian)(jian)持(chi)(chi)(chi)以供给侧结(jie)构性改革(ge)为主线(xian),坚(jian)(jian)持(chi)(chi)(chi)以人民为中(zhong)心的发(fa)展思(si)想,坚(jian)(jian)持(chi)(chi)(chi)和(he)完善社会(hui)主义基(ji)本经济制(zhi)(zhi)度,以完善产权制(zhi)(zhi)度和(he)要素(su)市(shi)(shi)场化(hua)配置为重点,全(quan)(quan)面(mian)深化(hua)经济体(ti)制(zhi)(zhi)改革(ge),加快完善社会(hui)主义市(shi)(shi)场经济体(ti)制(zhi)(zhi),建设高标准市(shi)(shi)场体(ti)系(xi),实现(xian)产权有(you)(you)效激励(li)、要素(su)自由流动、价格(ge)反应灵活、竞争公平有(you)(you)序、企业优胜劣汰,加强和(he)改善制(zhi)(zhi)度供给,推(tui)进(jin)国家治理(li)体(ti)系(xi)和(he)治理(li)能力现(xian)代化(hua),推(tui)动生产关系(xi)同生产力、上层建筑同经济基(ji)础相适应,促进(jin)更高质量、更有(you)(you)效率、更加公平、更可持(chi)(chi)(chi)续的发(fa)展。

  (二)基本原则

  ——坚(jian)持(chi)以(yi)习近平新时(shi)代中(zhong)国(guo)特(te)色(se)社会主(zhu)义经济(ji)思(si)想(xiang)为指(zhi)导(dao)。坚(jian)持(chi)和加强党的(de)全面领导(dao),坚(jian)持(chi)和完善(shan)中(zhong)国(guo)特(te)色(se)社会主(zhu)义制(zhi)度(du),强化(hua)问题导(dao)向,把握正确改革策略和方(fang)法,持(chi)续优(you)化(hua)经济(ji)治理(li)方(fang)式(shi),着力(li)构建市场(chang)机制(zhi)有(you)效(xiao)、微观(guan)主(zhu)体(ti)有(you)活力(li)、宏观(guan)调(diao)控有(you)度(du)的(de)经济(ji)体(ti)制(zhi),使中(zhong)国(guo)特(te)色(se)社会主(zhu)义制(zhi)度(du)更加巩固、优(you)越性(xing)充分体(ti)现。

  ——坚持(chi)解(jie)放(fang)和发展生(sheng)产(chan)力。牢(lao)(lao)牢(lao)(lao)把(ba)握社会主(zhu)义初级阶段这个基本(ben)国(guo)情,牢(lao)(lao)牢(lao)(lao)扭住(zhu)经济建设(she)这个中心,发挥经济体制(zhi)改(gai)(gai)革牵引作(zuo)用,协(xie)同推进政治、文化、社会、生(sheng)态(tai)文明(ming)等领域改(gai)(gai)革,促进改(gai)(gai)革发展高效联动,进一步解(jie)放(fang)和发展社会生(sheng)产(chan)力,不断满(man)足人民日益增长的(de)美好生(sheng)活需要。

  ——坚(jian)持(chi)和(he)完(wan)善社会(hui)(hui)主(zhu)(zhu)(zhu)义基(ji)本经济(ji)(ji)制(zhi)度。坚(jian)持(chi)和(he)完(wan)善公有制(zhi)为(wei)(wei)主(zhu)(zhu)(zhu)体(ti)、多种(zhong)所有制(zhi)经济(ji)(ji)共同发(fa)展(zhan),按劳分(fen)配(pei)(pei)为(wei)(wei)主(zhu)(zhu)(zhu)体(ti)、多种(zhong)分(fen)配(pei)(pei)方式并存,社会(hui)(hui)主(zhu)(zhu)(zhu)义市(shi)场经济(ji)(ji)体(ti)制(zhi)等社会(hui)(hui)主(zhu)(zhu)(zhu)义基(ji)本经济(ji)(ji)制(zhi)度,把中国(guo)特色社会(hui)(hui)主(zhu)(zhu)(zhu)义制(zhi)度与(yu)市(shi)场经济(ji)(ji)有机结合起来,为(wei)(wei)推动高(gao)质(zhi)量发(fa)展(zhan)、建设现代化经济(ji)(ji)体(ti)系提供重要制(zhi)度保障(zhang)。

  ——坚(jian)持(chi)正确处理政(zheng)(zheng)府(fu)和市(shi)(shi)场(chang)(chang)(chang)关系。坚(jian)持(chi)社会主(zhu)义市(shi)(shi)场(chang)(chang)(chang)经济(ji)(ji)(ji)改革方向,更加尊重市(shi)(shi)场(chang)(chang)(chang)经济(ji)(ji)(ji)一般规律(lv),最(zui)大限度(du)减少政(zheng)(zheng)府(fu)对市(shi)(shi)场(chang)(chang)(chang)资源的直(zhi)接(jie)配(pei)置和对微观经济(ji)(ji)(ji)活(huo)动的直(zhi)接(jie)干预,充(chong)分发挥市(shi)(shi)场(chang)(chang)(chang)在资源配(pei)置中的决定性作用,更好(hao)发挥政(zheng)(zheng)府(fu)作用,有效弥补市(shi)(shi)场(chang)(chang)(chang)失灵。

  ——坚持(chi)以供给侧结(jie)构(gou)性(xing)改(gai)(gai)(gai)革为主线。更多采用(yong)改(gai)(gai)(gai)革的(de)办法(fa),更多运用(yong)市场化法(fa)治化手(shou)段,在巩固、增(zeng)(zeng)强、提升、畅通(tong)上下功夫,加大(da)结(jie)构(gou)性(xing)改(gai)(gai)(gai)革力度,创(chuang)新制度供给,不断(duan)增(zeng)(zeng)强经济(ji)创(chuang)新力和竞争力,适应和引发有效需求,促进更高水平的(de)供需动态平衡。

  ——坚(jian)(jian)持扩(kuo)大高(gao)水平开(kai)(kai)(kai)放和深化市(shi)场(chang)化改(gai)革互促共(gong)进。坚(jian)(jian)定(ding)不(bu)移(yi)扩(kuo)大开(kai)(kai)(kai)放,推动由商品和要素流动型开(kai)(kai)(kai)放向规(gui)则等制度(du)型开(kai)(kai)(kai)放转变,吸收(shou)借(jie)鉴国际成熟市(shi)场(chang)经济制度(du)经验(yan)和人类文(wen)明(ming)有(you)益成果,加(jia)快国内制度(du)规(gui)则与国际接(jie)轨,以高(gao)水平开(kai)(kai)(kai)放促进深层次市(shi)场(chang)化改(gai)革。

  二、坚持公有制为主体、多(duo)种(zhong)所有制经济共同发(fa)展,增强微观主体活力

  毫不动摇(yao)巩(gong)固和发展(zhan)公有制经济(ji),毫不动摇(yao)鼓励、支持、引导(dao)非公有制经济(ji)发展(zhan),探索公有制多种实现形式,支持民营企业改革发展(zhan),培育(yu)更(geng)多充满活力的市场主(zhu)体。

  (一(yi))推进国(guo)(guo)(guo)有(you)(you)经济(ji)(ji)布(bu)局优(you)化和(he)结构调(diao)整。坚持有(you)(you)进有(you)(you)退(tui)、有(you)(you)所为(wei)有(you)(you)所不(bu)为(wei),推动国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)本更多投向关系国(guo)(guo)(guo)计民(min)生的重(zhong)要领域和(he)关系国(guo)(guo)(guo)家(jia)经济(ji)(ji)命脉、科(ke)技、国(guo)(guo)(guo)防(fang)、安全等领域,服(fu)务(wu)国(guo)(guo)(guo)家(jia)战(zhan)略(lve)目标,增(zeng)强国(guo)(guo)(guo)有(you)(you)经济(ji)(ji)竞争(zheng)力(li)、创新力(li)、控制力(li)、影响力(li)、抗风险(xian)能(neng)力(li),做(zuo)强做(zuo)优(you)做(zuo)大国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)本,有(you)(you)效防(fang)止国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)产流失。对处于充分竞争(zheng)领域的国(guo)(guo)(guo)有(you)(you)经济(ji)(ji),通过资(zi)(zi)(zi)本化、证券(quan)化等方式优(you)化国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)本配置,提高国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)本收益。进一(yi)步完善和(he)加(jia)强国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)产监(jian)管,有(you)(you)效发(fa)挥(hui)国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)本投资(zi)(zi)(zi)、运(yun)营公司功能(neng)作(zuo)用,坚持一(yi)企一(yi)策,成熟(shu)一(yi)个(ge)推动一(yi)个(ge),运(yun)行一(yi)个(ge)成功一(yi)个(ge),盘活存量国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)本,促进国(guo)(guo)(guo)有(you)(you)资(zi)(zi)(zi)产保值增(zeng)值。

  (二)积(ji)极(ji)稳妥推(tui)进国(guo)(guo)有(you)(you)(you)(you)企(qi)(qi)业(ye)(ye)(ye)混(hun)(hun)合(he)(he)(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)改革(ge)。在深入开展重点(dian)领域混(hun)(hun)合(he)(he)(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)改革(ge)试点(dian)基础上(shang),按(an)照完善治理、强化(hua)(hua)激(ji)励(li)、突出(chu)主业(ye)(ye)(ye)、提高(gao)效率要求,推(tui)进混(hun)(hun)合(he)(he)(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)改革(ge),规范有(you)(you)(you)(you)序发展混(hun)(hun)合(he)(he)(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)经(jing)济。对(dui)充分(fen)竞争领域的(de)(de)国(guo)(guo)家出(chu)资(zi)企(qi)(qi)业(ye)(ye)(ye)和国(guo)(guo)有(you)(you)(you)(you)资(zi)本(ben)(ben)运营公(gong)司(si)出(chu)资(zi)企(qi)(qi)业(ye)(ye)(ye),探(tan)(tan)索(suo)将部(bu)分(fen)国(guo)(guo)有(you)(you)(you)(you)股(gu)权转化(hua)(hua)为优先股(gu),强化(hua)(hua)国(guo)(guo)有(you)(you)(you)(you)资(zi)本(ben)(ben)收益功(gong)能。支(zhi)持符(fu)合(he)(he)(he)条件(jian)的(de)(de)混(hun)(hun)合(he)(he)(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)企(qi)(qi)业(ye)(ye)(ye)建(jian)立骨干员工持股(gu)、上(shang)市公(gong)司(si)股(gu)权激(ji)励(li)、科(ke)技型企(qi)(qi)业(ye)(ye)(ye)股(gu)权和分(fen)红激(ji)励(li)等中(zhong)长期激(ji)励(li)机制(zhi)(zhi)。深化(hua)(hua)国(guo)(guo)有(you)(you)(you)(you)企(qi)(qi)业(ye)(ye)(ye)改革(ge),加(jia)快完善国(guo)(guo)有(you)(you)(you)(you)企(qi)(qi)业(ye)(ye)(ye)法人(ren)治理结(jie)构和市场化(hua)(hua)经(jing)营机制(zhi)(zhi),健全(quan)经(jing)理层任(ren)期制(zhi)(zhi)和契约化(hua)(hua)管理,完善中(zhong)国(guo)(guo)特色现代企(qi)(qi)业(ye)(ye)(ye)制(zhi)(zhi)度。对(dui)混(hun)(hun)合(he)(he)(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)企(qi)(qi)业(ye)(ye)(ye),探(tan)(tan)索(suo)建(jian)立有(you)(you)(you)(you)别(bie)于国(guo)(guo)有(you)(you)(you)(you)独资(zi)、全(quan)资(zi)公(gong)司(si)的(de)(de)治理机制(zhi)(zhi)和监管制(zhi)(zhi)度。对(dui)国(guo)(guo)有(you)(you)(you)(you)资(zi)本(ben)(ben)不再绝对(dui)控股(gu)的(de)(de)混(hun)(hun)合(he)(he)(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)企(qi)(qi)业(ye)(ye)(ye),探(tan)(tan)索(suo)实施更加(jia)灵活高(gao)效的(de)(de)监管制(zhi)(zhi)度。

  (三)稳(wen)步(bu)推(tui)进自(zi)(zi)然(ran)(ran)垄(long)断(duan)行(xing)业(ye)(ye)(ye)改革(ge)。深化(hua)以政(zheng)企分(fen)开(kai)、政(zheng)资分(fen)开(kai)、特许(xu)经营(ying)、政(zheng)府监(jian)管(guan)为主(zhu)要内容(rong)的改革(ge),提(ti)高(gao)自(zi)(zi)然(ran)(ran)垄(long)断(duan)行(xing)业(ye)(ye)(ye)基础(chu)设(she)施供给质量(liang),严(yan)格监(jian)管(guan)自(zi)(zi)然(ran)(ran)垄(long)断(duan)环节,加快实现竞(jing)(jing)争(zheng)性(xing)环节市场(chang)化(hua),切实打破行(xing)政(zheng)性(xing)垄(long)断(duan),防止市场(chang)垄(long)断(duan)。构建(jian)有效竞(jing)(jing)争(zheng)的电(dian)力市场(chang),有序放(fang)(fang)开(kai)发用(yong)电(dian)计划(hua)和(he)竞(jing)(jing)争(zheng)性(xing)环节电(dian)价,提(ti)高(gao)电(dian)力交(jiao)易市场(chang)化(hua)程度。推(tui)进油(you)气管(guan)网对(dui)市场(chang)主(zhu)体(ti)公平开(kai)放(fang)(fang),适时放(fang)(fang)开(kai)天然(ran)(ran)气气源和(he)销售价格,健全竞(jing)(jing)争(zheng)性(xing)油(you)气流通市场(chang)。深化(hua)铁路(lu)行(xing)业(ye)(ye)(ye)改革(ge),促进铁路(lu)运(yun)输(shu)业(ye)(ye)(ye)务(wu)(wu)市场(chang)主(zhu)体(ti)多元(yuan)化(hua)和(he)适度竞(jing)(jing)争(zheng)。实现邮政(zheng)普遍服(fu)务(wu)(wu)业(ye)(ye)(ye)务(wu)(wu)与竞(jing)(jing)争(zheng)性(xing)业(ye)(ye)(ye)务(wu)(wu)分(fen)业(ye)(ye)(ye)经营(ying)。完善烟草专(zhuan)卖专(zhuan)营(ying)体(ti)制,构建(jian)适度竞(jing)(jing)争(zheng)新(xin)机制。

  六、坚持和完善民生保障制度,促(cu)进社会(hui)公(gong)平正义

  坚(jian)持(chi)按劳分(fen)配(pei)为主(zhu)体、多种分(fen)配(pei)方(fang)式并存,优化收入分(fen)配(pei)格局,健(jian)全可持(chi)续的(de)多层次社会(hui)保障体系,让改革发展成果更(geng)多更(geng)公平(ping)惠及全体人民。

  (一)健全(quan)体现效(xiao)率、促进公(gong)平的收(shou)(shou)入(ru)(ru)分(fen)配(pei)(pei)制(zhi)(zhi)度(du)。坚持多劳多得,着重(zhong)保(bao)护劳动(dong)(dong)(dong)所(suo)得,增(zeng)(zeng)加劳动(dong)(dong)(dong)者特别是一线劳动(dong)(dong)(dong)者劳动(dong)(dong)(dong)报(bao)酬,提(ti)高劳动(dong)(dong)(dong)报(bao)酬在初次分(fen)配(pei)(pei)中(zhong)的比(bi)重(zhong),在经济增(zeng)(zeng)长(zhang)的同(tong)(tong)时实(shi)现居民(min)收(shou)(shou)入(ru)(ru)同(tong)(tong)步增(zeng)(zeng)长(zhang),在劳动(dong)(dong)(dong)生产率提(ti)高的同(tong)(tong)时实(shi)现劳动(dong)(dong)(dong)报(bao)酬同(tong)(tong)步提(ti)高。健全(quan)劳动(dong)(dong)(dong)、资本、土地(di)、知识、技术、管理、数据等(deng)生产要(yao)素由市(shi)场(chang)评价贡献(xian)、按(an)贡献(xian)决定报(bao)酬的机(ji)(ji)(ji)制(zhi)(zhi)。完善(shan)企业薪(xin)酬调(diao)(diao)查(cha)和信(xin)息发布制(zhi)(zhi)度(du),健全(quan)最低(di)工资标准调(diao)(diao)整(zheng)机(ji)(ji)(ji)制(zhi)(zhi)。推进高校(xiao)、科研院所(suo)薪(xin)酬制(zhi)(zhi)度(du)改革(ge),扩大工资分(fen)配(pei)(pei)自主权。鼓励企事业单位对科研人员等(deng)实(shi)行(xing)灵活多样的分(fen)配(pei)(pei)形式。健全(quan)以税收(shou)(shou)、社会保(bao)障、转移支付等(deng)为主要(yao)手段的再(zai)分(fen)配(pei)(pei)调(diao)(diao)节机(ji)(ji)(ji)制(zhi)(zhi)。完善(shan)第三次分(fen)配(pei)(pei)机(ji)(ji)(ji)制(zhi)(zhi),发展慈(ci)善(shan)等(deng)社会公(gong)益事业。多措(cuo)并举促进城乡(xiang)居民(min)增(zeng)(zeng)收(shou)(shou),缩(suo)小收(shou)(shou)入(ru)(ru)分(fen)配(pei)(pei)差距,扩大中(zhong)等(deng)收(shou)(shou)入(ru)(ru)群(qun)体。

  (二)完(wan)善(shan)(shan)(shan)覆盖全民的(de)(de)社(she)会(hui)保(bao)(bao)(bao)障(zhang)体(ti)系(xi)。健(jian)全统(tong)(tong)筹(chou)(chou)(chou)城乡、可持续的(de)(de)基(ji)(ji)(ji)本(ben)养(yang)老保(bao)(bao)(bao)险(xian)(xian)制(zhi)(zhi)(zhi)度(du)、基(ji)(ji)(ji)本(ben)医(yi)疗保(bao)(bao)(bao)险(xian)(xian)制(zhi)(zhi)(zhi)度(du),稳步提高保(bao)(bao)(bao)障(zhang)水(shui)平。实(shi)施(shi)企(qi)业(ye)职(zhi)工基(ji)(ji)(ji)本(ben)养(yang)老保(bao)(bao)(bao)险(xian)(xian)基(ji)(ji)(ji)金(jin)中央调剂制(zhi)(zhi)(zhi)度(du),尽快(kuai)实(shi)现养(yang)老保(bao)(bao)(bao)险(xian)(xian)全国统(tong)(tong)筹(chou)(chou)(chou),促进基(ji)(ji)(ji)本(ben)养(yang)老保(bao)(bao)(bao)险(xian)(xian)基(ji)(ji)(ji)金(jin)长期平衡(heng)。全面推(tui)开(kai)中央和(he)(he)地(di)(di)方划转部分(fen)国有(you)资(zi)本(ben)充实(shi)社(she)保(bao)(bao)(bao)基(ji)(ji)(ji)金(jin)工作。大(da)力发展企(qi)业(ye)年金(jin)、职(zhi)业(ye)年金(jin)、个人储(chu)蓄性养(yang)老保(bao)(bao)(bao)险(xian)(xian)和(he)(he)商业(ye)养(yang)老保(bao)(bao)(bao)险(xian)(xian)。深(shen)化医(yi)药卫生(sheng)体(ti)制(zhi)(zhi)(zhi)改革(ge)(ge),完(wan)善(shan)(shan)(shan)统(tong)(tong)一的(de)(de)城乡居民医(yi)保(bao)(bao)(bao)和(he)(he)大(da)病保(bao)(bao)(bao)险(xian)(xian)制(zhi)(zhi)(zhi)度(du),健(jian)全基(ji)(ji)(ji)本(ben)医(yi)保(bao)(bao)(bao)筹(chou)(chou)(chou)资(zi)和(he)(he)待遇调整机制(zhi)(zhi)(zhi),持续推(tui)进医(yi)保(bao)(bao)(bao)支付方式(shi)改革(ge)(ge),加(jia)快(kuai)落实(shi)异地(di)(di)就医(yi)结算制(zhi)(zhi)(zhi)度(du)。完(wan)善(shan)(shan)(shan)失(shi)业(ye)保(bao)(bao)(bao)险(xian)(xian)制(zhi)(zhi)(zhi)度(du)。开(kai)展新(xin)业(ye)态从业(ye)人员职(zhi)业(ye)伤(shang)害保(bao)(bao)(bao)障(zhang)试(shi)点。统(tong)(tong)筹(chou)(chou)(chou)完(wan)善(shan)(shan)(shan)社(she)会(hui)救助、社(she)会(hui)福利(li)、慈善(shan)(shan)(shan)事业(ye)、优(you)抚安置等(deng)制(zhi)(zhi)(zhi)度(du)。加(jia)强社(she)会(hui)救助资(zi)源统(tong)(tong)筹(chou)(chou)(chou),完(wan)善(shan)(shan)(shan)基(ji)(ji)(ji)本(ben)民生(sheng)保(bao)(bao)(bao)障(zhang)兜底机制(zhi)(zhi)(zhi)。加(jia)快(kuai)建(jian)立多(duo)主(zhu)体(ti)供给、多(duo)渠道保(bao)(bao)(bao)障(zhang)、租购并(bing)举(ju)的(de)(de)住房制(zhi)(zhi)(zhi)度(du),改革(ge)(ge)住房公积金(jin)制(zhi)(zhi)(zhi)度(du)。

  (三)健全(quan)(quan)国(guo)家(jia)公(gong)共卫(wei)(wei)生(sheng)(sheng)应急(ji)(ji)(ji)管理(li)(li)体(ti)(ti)(ti)系(xi)(xi)(xi)。强化公(gong)共卫(wei)(wei)生(sheng)(sheng)法治保(bao)障,完善(shan)公(gong)共卫(wei)(wei)生(sheng)(sheng)领域相(xiang)关法律法规(gui)。把生(sheng)(sheng)物安(an)(an)全(quan)(quan)纳入国(guo)家(jia)安(an)(an)全(quan)(quan)体(ti)(ti)(ti)系(xi)(xi)(xi),系(xi)(xi)(xi)统规(gui)划国(guo)家(jia)生(sheng)(sheng)物安(an)(an)全(quan)(quan)风险(xian)防(fang)控(kong)和治理(li)(li)体(ti)(ti)(ti)系(xi)(xi)(xi)建设,全(quan)(quan)面提高国(guo)家(jia)生(sheng)(sheng)物安(an)(an)全(quan)(quan)治理(li)(li)能力。健全(quan)(quan)公(gong)共卫(wei)(wei)生(sheng)(sheng)服务体(ti)(ti)(ti)系(xi)(xi)(xi),优化医(yi)疗(liao)卫(wei)(wei)生(sheng)(sheng)资(zi)(zi)源(yuan)投入结构,加(jia)强农村(cun)、社区等(deng)基层防(fang)控(kong)能力建设。完善(shan)优化重大疫情救治体(ti)(ti)(ti)系(xi)(xi)(xi),建立健全(quan)(quan)分级(ji)、分层、分流的传染病等(deng)重大疫情救治机制(zhi)。完善(shan)突发重特大疫情防(fang)控(kong)规(gui)范和应急(ji)(ji)(ji)救治管理(li)(li)办法。健全(quan)(quan)重大疾病医(yi)疗(liao)保(bao)险(xian)和救助(zhu)制(zhi)度(du),完善(shan)应急(ji)(ji)(ji)医(yi)疗(liao)救助(zhu)机制(zhi)。探索(suo)建立特殊群体(ti)(ti)(ti)、特定疾病医(yi)药费豁免制(zhi)度(du)。健全(quan)(quan)统一的应急(ji)(ji)(ji)物资(zi)(zi)保(bao)障体(ti)(ti)(ti)系(xi)(xi)(xi),优化重要应急(ji)(ji)(ji)物资(zi)(zi)产能保(bao)障和区域布局,健全(quan)(quan)国(guo)家(jia)储(chu)备体(ti)(ti)(ti)系(xi)(xi)(xi),完善(shan)储(chu)备品类(lei)、规(gui)模、结构,提升储(chu)备效能。

  七、建(jian)设更高水平开放型经济新体制,以开放促(cu)改革促(cu)发展

  实行(xing)更加积极(ji)主动(dong)的开(kai)放(fang)战略,全面(mian)对接国际高标准市场(chang)规则(ze)体系,实施更大范围、更宽领域、更深层次(ci)的全面(mian)开(kai)放(fang)。

  (一(yi))以(yi)“一(yi)带(dai)一(yi)路”建(jian)设(she)为重点构建(jian)对外(wai)开放新(xin)格(ge)局。坚(jian)持互利共(gong)赢的开放战略,推动(dong)(dong)共(gong)建(jian)“一(yi)带(dai)一(yi)路”走深(shen)走实和(he)高(gao)质量发展,促进(jin)商品、资(zi)金、技术(shu)、人(ren)员更大范围流通(tong),依托各类开发区(qu)发展高(gao)水平经(jing)贸产业合(he)作园区(qu),加强市场(chang)、规则、标准(zhun)方(fang)面的软联通(tong),强化合(he)作机制建(jian)设(she)。加大西(xi)部和(he)沿边(bian)地(di)区(qu)开放力度,推进(jin)西(xi)部陆海新(xin)通(tong)道(dao)建(jian)设(she),促进(jin)东中西(xi)互动(dong)(dong)协同开放,加快(kuai)形成陆海内(nei)外(wai)联动(dong)(dong)、东西(xi)双向互济的开放格(ge)局。

  (二)加快(kuai)自(zi)(zi)由(you)(you)贸(mao)易(yi)试(shi)验区、自(zi)(zi)由(you)(you)贸(mao)易(yi)港(gang)等对外开放高地建设。深化(hua)(hua)自(zi)(zi)由(you)(you)贸(mao)易(yi)试(shi)验区改(gai)革,在更(geng)大范围复制推(tui)广改(gai)革成果。建设好中国(guo)(上(shang)海)自(zi)(zi)由(you)(you)贸(mao)易(yi)试(shi)验区临(lin)港(gang)新片区,赋(fu)予其更(geng)大的(de)自(zi)(zi)主发(fa)展(zhan)、自(zi)(zi)主改(gai)革和自(zi)(zi)主创新管理权限。聚焦贸(mao)易(yi)投资自(zi)(zi)由(you)(you)化(hua)(hua)便利(li)化(hua)(hua),稳步推(tui)进(jin)海南自(zi)(zi)由(you)(you)贸(mao)易(yi)港(gang)建设。

  (三)健全(quan)(quan)(quan)高(gao)水平开放(fang)政(zheng)策(ce)保(bao)障机制(zhi)。推(tui)进贸(mao)易(yi)(yi)高(gao)质量发展,拓展对(dui)(dui)外(wai)(wai)贸(mao)易(yi)(yi)多元化(hua),提升(sheng)一般贸(mao)易(yi)(yi)出(chu)口产(chan)品附加值,推(tui)动加工贸(mao)易(yi)(yi)产(chan)业(ye)(ye)(ye)链升(sheng)级和(he)服务贸(mao)易(yi)(yi)创(chuang)新发展。办好(hao)中国(guo)(guo)国(guo)(guo)际进口博(bo)览会,更(geng)大(da)(da)规(gui)模增加商(shang)品和(he)服务进口,降(jiang)低关税总水平,努(nu)力消(xiao)除非(fei)关税贸(mao)易(yi)(yi)壁垒,大(da)(da)幅削减进出(chu)口环节制(zhi)度(du)(du)性(xing)成本(ben),促(cu)进贸(mao)易(yi)(yi)平衡(heng)发展。推(tui)动制(zhi)造业(ye)(ye)(ye)、服务业(ye)(ye)(ye)、农业(ye)(ye)(ye)扩大(da)(da)开放(fang),在(zai)更(geng)多领域允许外(wai)(wai)资(zi)(zi)控股或独(du)资(zi)(zi)经营,全(quan)(quan)(quan)面取(qu)消(xiao)外(wai)(wai)资(zi)(zi)准入负(fu)面清单之外(wai)(wai)的限制(zhi)。健全(quan)(quan)(quan)外(wai)(wai)商(shang)投资(zi)(zi)准入前国(guo)(guo)民(min)待遇加负(fu)面清单管(guan)理(li)制(zhi)度(du)(du),推(tui)动规(gui)则、规(gui)制(zhi)、管(guan)理(li)、标准等制(zhi)度(du)(du)型开放(fang)。健全(quan)(quan)(quan)外(wai)(wai)商(shang)投资(zi)(zi)国(guo)(guo)家(jia)安(an)全(quan)(quan)(quan)审查(cha)、反垄(long)断审查(cha)、国(guo)(guo)家(jia)技术安(an)全(quan)(quan)(quan)清单管(guan)理(li)、不可靠实(shi)体(ti)清单等制(zhi)度(du)(du)。健全(quan)(quan)(quan)促(cu)进对(dui)(dui)外(wai)(wai)投资(zi)(zi)政(zheng)策(ce)和(he)服务体(ti)系。全(quan)(quan)(quan)面实(shi)施外(wai)(wai)商(shang)投资(zi)(zi)法及其实(shi)施条例,促(cu)进内外(wai)(wai)资(zi)(zi)企(qi)业(ye)(ye)(ye)公平竞争(zheng),建(jian)立健全(quan)(quan)(quan)外(wai)(wai)资(zi)(zi)企(qi)业(ye)(ye)(ye)投诉工作机制(zhi),保(bao)护外(wai)(wai)资(zi)(zi)合(he)法权益。创(chuang)新对(dui)(dui)外(wai)(wai)投资(zi)(zi)方式(shi),提升(sheng)对(dui)(dui)外(wai)(wai)投资(zi)(zi)质量。推(tui)进国(guo)(guo)际产(chan)能合(he)作,积极开展第(di)三方市场(chang)合(he)作。

  (四)积(ji)极(ji)(ji)参与(yu)(yu)全(quan)球经(jing)(jing)济(ji)(ji)治(zhi)理(li)体系变革。维护完善多(duo)(duo)(duo)边(bian)贸(mao)易(yi)(yi)(yi)体制,维护世(shi)界(jie)贸(mao)易(yi)(yi)(yi)组(zu)(zu)织(zhi)在多(duo)(duo)(duo)边(bian)贸(mao)易(yi)(yi)(yi)体制中(zhong)的核心地位,积(ji)极(ji)(ji)推(tui)动和(he)参与(yu)(yu)世(shi)界(jie)贸(mao)易(yi)(yi)(yi)组(zu)(zu)织(zhi)改(gai)革,积(ji)极(ji)(ji)参与(yu)(yu)多(duo)(duo)(duo)边(bian)贸(mao)易(yi)(yi)(yi)规(gui)则谈判(pan),推(tui)动贸(mao)易(yi)(yi)(yi)和(he)投(tou)资自由化便利化,推(tui)动构建(jian)更高水平(ping)的国(guo)(guo)(guo)际(ji)经(jing)(jing)贸(mao)规(gui)则。加快自由贸(mao)易(yi)(yi)(yi)区建(jian)设(she),推(tui)动构建(jian)面向全(quan)球的高标准自由贸(mao)易(yi)(yi)(yi)区网(wang)络。依托共建(jian)“一带(dai)一路”倡议(yi)及(ji)联(lian)合(he)国(guo)(guo)(guo)、上海(hai)合(he)作(zuo)组(zu)(zu)织(zhi)、金砖国(guo)(guo)(guo)家(jia)、二十国(guo)(guo)(guo)集(ji)团、亚(ya)太经(jing)(jing)合(he)组(zu)(zu)织(zhi)等多(duo)(duo)(duo)边(bian)和(he)区域次(ci)区域合(he)作(zuo)机制,积(ji)极(ji)(ji)参与(yu)(yu)全(quan)球经(jing)(jing)济(ji)(ji)治(zhi)理(li)和(he)公(gong)共产品(pin)供给,构建(jian)全(quan)球互联(lian)互通伙伴关系,加强与(yu)(yu)相关国(guo)(guo)(guo)家(jia)、国(guo)(guo)(guo)际(ji)组(zu)(zu)织(zhi)的经(jing)(jing)济(ji)(ji)发展倡议(yi)、规(gui)划(hua)和(he)标准的对接。推(tui)动国(guo)(guo)(guo)际(ji)货币基金组(zu)(zu)织(zhi)份额与(yu)(yu)治(zhi)理(li)改(gai)革以及(ji)世(shi)界(jie)银行投(tou)票权(quan)改(gai)革。积(ji)极(ji)(ji)参与(yu)(yu)国(guo)(guo)(guo)际(ji)宏观经(jing)(jing)济(ji)(ji)政策沟(gou)通协调及(ji)国(guo)(guo)(guo)际(ji)经(jing)(jing)济(ji)(ji)治(zhi)理(li)体系改(gai)革和(he)建(jian)设(she),提出更多(duo)(duo)(duo)中(zhong)国(guo)(guo)(guo)倡议(yi)、中(zhong)国(guo)(guo)(guo)方案。

  八、完善社(she)会主义(yi)市场经济法律制度(du),强(qiang)化法治保障(zhang)

  以保护产(chan)权(quan)、维护契约、统一市(shi)场、平(ping)等交换、公(gong)平(ping)竞(jing)争、有效监管(guan)为基本导向(xiang),不断完善社会主义(yi)市(shi)场经济法治体系,确保有法可依、有法必依、违法必究。

  (一(yi))完善经(jing)济(ji)领(ling)域法(fa)律(lv)法(fa)规(gui)体系。完善物权(quan)、债权(quan)、股权(quan)等(deng)各类产权(quan)相关(guan)法(fa)律(lv)制(zhi)(zhi)度(du),从(cong)立(li)法(fa)上赋予(yu)私有(you)财(cai)(cai)产和(he)公有(you)财(cai)(cai)产平等(deng)地位并(bing)平等(deng)保护。健全(quan)破产制(zhi)(zhi)度(du),改革完善企(qi)业(ye)破产法(fa)律(lv)制(zhi)(zhi)度(du),推(tui)动(dong)个(ge)人破产立(li)法(fa),建立(li)健全(quan)金融机构市(shi)场(chang)化退出法(fa)规(gui),实现(xian)市(shi)场(chang)主体有(you)序退出。修订反垄断法(fa),推(tui)动(dong)社会信用法(fa)律(lv)建设,维护公平竞(jing)争市(shi)场(chang)环(huan)境。制(zhi)(zhi)定和(he)完善发展规(gui)划(hua)、国(guo)土(tu)空间规(gui)划(hua)、自然(ran)资源资产、生(sheng)态环(huan)境、农(nong)业(ye)、财(cai)(cai)政税收、金融、涉外经(jing)贸等(deng)方(fang)面(mian)法(fa)律(lv)法(fa)规(gui)。按(an)照包容审慎原则推(tui)进新经(jing)济(ji)领(ling)域立(li)法(fa)。健全(quan)重(zhong)大改革特别(bie)授权(quan)机制(zhi)(zhi),对涉及调(diao)整(zheng)现(xian)行法(fa)律(lv)法(fa)规(gui)的(de)(de)重(zhong)大改革,按(an)法(fa)定程序经(jing)全(quan)国(guo)人大或国(guo)务院统一(yi)授权(quan)后,由有(you)条(tiao)件(jian)的(de)(de)地方(fang)先行开展改革试(shi)验和(he)实践创新。

  (二)健全(quan)执(zhi)(zhi)法(fa)(fa)司法(fa)(fa)对(dui)市场经(jing)济运行(xing)的(de)保障机(ji)制(zhi)。深(shen)化行(xing)政执(zhi)(zhi)法(fa)(fa)体制(zhi)改革,最大限度减少不必要的(de)行(xing)政执(zhi)(zhi)法(fa)(fa)事(shi)项,规(gui)范行(xing)政执(zhi)(zhi)法(fa)(fa)行(xing)为(wei)(wei),进一步(bu)明确具体操作流程。根据不同层(ceng)级(ji)政府的(de)事(shi)权和职能,优(you)化配置执(zhi)(zhi)法(fa)(fa)力量,加(jia)快推进综合执(zhi)(zhi)法(fa)(fa)。强化对(dui)市场主体之(zhi)间产权纠(jiu)纷的(de)公平裁判(pan),完善涉(she)(she)及查封、扣押、冻结和处置公民财产行(xing)为(wei)(wei)的(de)法(fa)(fa)律制(zhi)度。健全(quan)涉(she)(she)产权冤错案件有效(xiao)防(fang)范和常态(tai)化纠(jiu)正(zheng)机(ji)制(zhi)。

  (三)全面建(jian)(jian)(jian)立行(xing)(xing)政(zheng)(zheng)权(quan)(quan)力(li)(li)制(zhi)(zhi)约和监督机(ji)(ji)制(zhi)(zhi)。依法全面履(lv)(lv)行(xing)(xing)政(zheng)(zheng)府(fu)职(zhi)能,推进机(ji)(ji)构、职(zhi)能、权(quan)(quan)限、程(cheng)序(xu)、责(ze)(ze)(ze)任法定化(hua),实(shi)行(xing)(xing)政(zheng)(zheng)府(fu)权(quan)(quan)责(ze)(ze)(ze)清单制(zhi)(zhi)度(du)。健(jian)全重(zhong)(zhong)大(da)行(xing)(xing)政(zheng)(zheng)决(jue)策程(cheng)序(xu)制(zhi)(zhi)度(du),提高决(jue)策质(zhi)量和效率。加强(qiang)对(dui)政(zheng)(zheng)府(fu)内部(bu)权(quan)(quan)力(li)(li)的制(zhi)(zhi)约,强(qiang)化(hua)内部(bu)流(liu)程(cheng)控(kong)制(zhi)(zhi),防(fang)止(zhi)权(quan)(quan)力(li)(li)滥用。完善审计制(zhi)(zhi)度(du),对(dui)公(gong)共(gong)(gong)资(zi)(zi)金、国(guo)有(you)(you)资(zi)(zi)产、国(guo)有(you)(you)资(zi)(zi)源(yuan)和领导(dao)干部(bu)履(lv)(lv)行(xing)(xing)经济责(ze)(ze)(ze)任情况实(shi)行(xing)(xing)审计全覆盖。加强(qiang)重(zhong)(zhong)大(da)政(zheng)(zheng)策、重(zhong)(zhong)大(da)项目财(cai)(cai)政(zheng)(zheng)承受能力(li)(li)评估。推动审批(pi)监管、执法司法、工程(cheng)建(jian)(jian)(jian)设(she)(she)、资(zi)(zi)源(yuan)开(kai)(kai)发(fa)、海外(wai)投资(zi)(zi)和在境外(wai)国(guo)有(you)(you)资(zi)(zi)产监管、金融信贷、公(gong)共(gong)(gong)资(zi)(zi)源(yuan)交易、公(gong)共(gong)(gong)财(cai)(cai)政(zheng)(zheng)支出等重(zhong)(zhong)点领域监督机(ji)(ji)制(zhi)(zhi)改革和制(zhi)(zhi)度(du)建(jian)(jian)(jian)设(she)(she)。依法推进财(cai)(cai)政(zheng)(zheng)预算、公(gong)共(gong)(gong)资(zi)(zi)源(yuan)配置、重(zhong)(zhong)大(da)建(jian)(jian)(jian)设(she)(she)项目批(pi)准和实(shi)施、社会公(gong)益事业建(jian)(jian)(jian)设(she)(she)等领域政(zheng)(zheng)府(fu)信息公(gong)开(kai)(kai)。

  九、坚持和加强党的全面领导,确保改革举措有效实施

  发挥党总揽全局(ju)、协调(diao)各(ge)方的领(ling)导核(he)心作用,把(ba)党领(ling)导经(jing)济工作的制度优势转化为治理效(xiao)能,强(qiang)化改革(ge)(ge)落地见效(xiao),推动经(jing)济体制改革(ge)(ge)不断走(zou)深走(zou)实。
